ESV Dr. James Effiong hails from Ekori, Yakurr L. G. A of Cross River State. He graduated in 2008 with a Second Class Upper Division and as the Best Graduating student of the pioneering set of Cross River University of Technology, Calabar.

He holds a Bachelor of Technology (B.Tech) in Estate Management and M.Sc in Real Estate and Property Management in 2013 from University of Salford, Manchester in UK. He also obtained a Ph.D in Estate Management with specialization in Valuation and Real Estate Investment Analysis in 2023 from University of Nigeria, Nsukka.

He has served as Examination Officer for six years and Head of Department for fours from 1^st July, 2020 to 30^th June, 2024. He is currently the Sub-Dean of the Faculty of Environmental Sciences.

He is an Associate of the Nigerian Institution of Estate Surveyors and Valuers and a Registered Estate Surveyor and Valuer since July 2015. He has served as the Secretary of the Cross River State Branch from August, 2016 to July 2020 and he is currently the Vice Chairman of NIESV Cross River State Branch. At the National, ESV Dr. Effiong has served in the Education Committee of NIESV and Board of Examiners from 2020 till date. He has served as Deputy Chief Invigilator for NIESV exams in 2021 and as Chief Invigilator from 2022 till date. He is currently serving as a Board member with ESVARBON and his services are in two Board Committees namely, Investigating Panel and Education Committee.
